Unlike in their neighboring state, Republicans in Iowa say they won't try to abolish the whole system of negotiations over wages, benefits and job security between unions and government managers.
Without it, Iowa's public employees could legally strike. A tumultuous period of teacher strikes prompted a Republican governor to create the current system 37 years ago.
