dispute over Gov. Terry Branstad’s decision to allow state employees to
voluntarily pay health care premiums have dropped their complaints. The
unions had argued at a hearing in November that Branstad and his
administration broke the law last year when they gave state employees
the option to pay 20 percent of their health insurance costs. … AFSCME
leader Danny Homan said Thursday that there has been a verbal agreement
that the state will no longer allow employees covered by the union’s
bargaining agreement to participate in the voluntary health insurance
