Summary: "This bill relates to salary terms for state employees. The bill requires the governor, the state court administrator, and the state board of regents to renegotiate with state labor unions the collective bargaining agreements effective during the fiscal year beginning July 1, 2010, and ending June 30, 2011. The bill requires the renegotiated contracts to prohibit a cost of living increase, to require a 5 percent salary decrease, and to prohibit a step increase or the equivalent of a step increase. The bill provides that the renegotiated terms shall apply to all employees of the executive, legislative, and judicial branches. The bill provides that moneys appropriated from the state general fund that are not expended as a result of the mandated compensation terms shall remain in the general fund and shall not be expended for any other purpose. The bill takes effect upon enactment."
